Multiple issues related to new gTLDs and new gTLD programme

 

The Seventh Roundtable was held on 6th November 2015 from 11:00 hrs to 13:00 hrs at Department of Electronics & IT (DeitY), Electronics Niketan, 6 CGO Complex, Lodhi road, New Delhi. It continued the series of Multistakeholders consultations under Internet Governance. The roundtable was chaired by Shri Rahul Gosain, Director, DeitY.

The discussions were held on:
A) New gTLD Program Implementation Review Draft Report

ICANN is seeking input on the draft Program Implementation Review report, which contains ICANN’s observations from the operational experience of administering the 2012 round of the New gTLD Program. The report is intended to capture ICANN’s experiences and lessons learned, and public comments will help to record the community’s observations from the implementation of the New gTLD Program.
B) New gTLD Auction Proceeds Discussion Paper

Since the launch of the new gTLD Program, numerous suggestions have been made, such as during the ICANN public forum sessions at ICANN meetings, on how new gTLD auction proceeds should be spent including; suggestions that the funds should be donated to charitable organizations, support for applicants in future rounds, programs to promote new gTLDs and consumer protection, the creation of an ICANN trust, to returning the money to the applicants from the current round. However, it was not until March 2015 that the Generic Names Supporting Organization (GNSO) started discussing a possible process for facilitating the conversation around new gTLD auction proceeds during ICANN52 such as a Cross-Community Working Group (CCWG). The discussion paper aims to capture the information and input on new gTLD Auction Proceeds to date as well as outlining potential questions and issues to be addressed in the subsequent phases of the process, such as outreach, participation and ensuring a focus on framework development, to determine next steps.
C) Preliminary Issue Report on a GNSO Policy Development Process to Review All Rights Protection Mechanisms in All gTLDs

On 15 December 2011 the GNSO Council requested that 18 months after the launch of the New gTLD Program, ICANN staff prepare and publish a Issue Report on the state of all rights protection mechanisms implemented for both existing and new gTLDs, including but not limited to the Uniform Domain Name Dispute Resolution Policy (UDRP) and the Uniform Rapid Suspension System (URS). This Preliminary Issue Report is the result of that request.
